Graduated from the Universidad Latina de Panamá, Republic of Panama, Faculty of Law, where he obtained a degree in Law and Political Science (2003), with a Master’s in Legal Studies (2006) and in Law of Globalization (2012), both from the University of Navarra, Spain. He also holds a Master’s degree in Economics and Consumer Law (2020) from the University of Castilla La Mancha, Spain, and a Doctorate in Law (2023) (cum laude) from the University of Navarra, Spain. Additionally, he has completed a course in Contracts and Damages at the University of Salamanca, Spain, and a Diploma in Civil Liability and State Liability at the University of La Sabana, Bogotá, Colombia. Among his publications are the following: “Banking Contracts. General Conditions of Contract and Abusive Clauses”. Editorial Cultural Portobelo, Panama-2011. “General Conditions of Contract” LEX Magazine of the National Bar Association’s Lawyer. “The abstract concept of consumer in European Community law” in Boletín de Investigaciones Jurídicas, University of Panama, Second Edition, No. 62, July-December, 2019, pp. 137-152. “The concept of consumer and the procedural protection of their rights and interests: a comparative study of European, Spanish, and Panamanian law”. Doctoral thesis qualified “cum laude” unanimously by the University of Navarra.

Dr. Ríos specializes in civil, commercial, criminal, and consumer protection litigation, real estate law, condominium law, arbitration, contracts, among others. Dr. Ríos has been recognized for his academic career and contributions to law with the award of the Harmodio Arias Medal by the National Bar Association in August 2023.
